It added that it believes there is an “overriding need” for the development”.
Extracts from a planning statement read: “It is clear that the need to increase the supply of and access to affordable housing in Denbighshire is becoming ever more important, and there is a pressing need to address issues of affordability within Prestatyn.
“There is a significant affordable housing need, both in Denbighshire and locally, that simply will not be met without the release of greenfield land.
“The proposed development will deliver a well-balanced mix of much-needed new affordable housing provision in a lower growth town.
“The proposed housing mix responds to genuine evidence of affordable housing needs and is immediately deliverable by Adra with access to grant funding. “
The homes will comprise a split of “social rented” and “affordable rented” tenures.
It is currently proposed that it will comprise a 64 per cent / 36 per cent tenure split across the site.
In total, 112 resident car parking spaces are proposed, as well as 10 visitor parking spaces, while secure bike parking can be provided within buildings and/or lockable garden sheds.
Each of the proposed dwellings will also have its own private bin storage area.

The submission of the application follows a public consultation phase, which received 19 written responses from residents.
Concerns raised included that the development “will significantly increase traffic on Nant Hall Road, which already experiences congestion”.
Another response added: “The site is close to the access to Ysgol Bodnant, and the number of traffic incidents would be exacerbated by the introduction of more traffic and more cars.
“It will also increase road safety concerns for children during drop-off and pick-up times, in particular.”
Adra disputed the suggestion that the proposed would development will have an adverse impact on Nant Hall Road, and said no vehicular access into the site is proposed from this street.
Another concern was that the development would negatively affect the existing drainage systems in the area.
But Adra said the proposed surface water and foul water drainage measures have been fully considered and are viewed as acceptable.
Denbighshire County Council will rule on the application in due course.
