A new deposit return scheme is coming to Wales.

The scheme will launch in October 2027 following a Senedd vote and aims to tackle litter and move the country closer to a circular economy.

It will place a small deposit on drinks containers, which shoppers can reclaim by returning empty containers to designated return points, such as supermarket collection machines.

Deputy First Minister Huw Irranca-Davies, who’s responsible for climate change, said: "This is a significant moment for Wales.

"International evidence shows a Deposit Return Scheme can tackle litter, improve on the go recycling and further reduce waste.

"This will keep valuable materials in circulation for longer — building on the world-leading recycling system Wales has already developed.

"I look forward to working closely with businesses, local authorities, and communities as we move towards implementation in 2027."

Once returned, containers will be recycled or reused, helping to cut landfill waste and reduce litter.
The DRS will support Wales’ strong recycling rates by enhancing recycling options when people are out and about and will also include glass bottles - the only scheme in the UK to do so.

The Welsh Government now moves into the next phase of planning, which includes appointing a Deposit Management Organisation and finalising operational plans before launch.

The DRS is expected to further increase recycling rates by capturing more drinks containers that are typically discarded outside the home.

The scheme is part of wider efforts to build a more circular economy, where products and materials are kept in use for as long as possible.

The Welsh Government is also exploring the potential inclusion of reusable drinks containers in the scheme to further reduce waste and support sustainability.

By returning containers, the public will help ensure valuable materials are captured and reused, preventing environmental harm.

The regulations provide certainty for businesses, local authorities, and industry partners as they prepare for the 2027 rollout.

With cross-sector collaboration now underway, the Welsh Government aims to deliver a scheme that benefits communities, reduces waste, and supports long-term environmental goals.
