Search the Public Notice PortalA CHARITY that operates a community facility and runs a range of local activities has criticised the process behind the creation of the new Rhyl Neighbourhood Board.
Brighter Futures claims that Denbighshire County Council (DCC) did not carry out what it considers to be a “lawful, fair and transparent” consultation before establishing the board and adopting its Investment Plan.
According to DCC, the Rhyl Neighbourhood Board was established to develop a long-term vision for funding from the UK Government's Plan for Neighbourhoods. It brings together representatives from the public, private, and community sectors – including the local MP and MS – and is chaired by housing association director Craig Sparrow.
The board is hosting a public drop-in session to outline the latest on the town’s 10-year regeneration vision before submitting its Pride in Place strategy to the UK Government later this month.
The group has been tasked with developing a £20 million regeneration plan aimed at creating employment and improving infrastructure in Rhyl.
In a statement, the charity claims DCC has “failed to carry out a lawful, fair, and transparent consultation process in relation to the creation of the Investment Plan.”
It added: “The outcome of the consultation appears to have been predetermined,” and that the council has allowed the board to act “ultra vires” (beyond its legal powers).

The group claims it has issued a formal Notice of Intended Claim to DCC under the Pre-Action Protocol for Judicial Review, setting out its concerns and possible grounds for legal action if the council does not take what it calls “appropriate remedial action.”
A spokesperson for the Rhyl Neighbourhood Board said: “The Our Rhyl/Ein Rhyl Board has followed all UK Government guidance and taken an inclusive, independent approach throughout the development of the Pride in Place plan.
"We have engaged residents, young people, local businesses, the third sector and the media through workshops, pop-ups, youth sessions, surveys, digital activity, online communications and direct conversations.
"The board has worked hard to ensure every voice could shape Rhyl’s priorities. We are grateful to the people of Rhyl for their vision, energy and cooperation — all working together to support a positive, ambitious 10-year plan for Our Rhyl.”
Denbighshire County Council said that the investment plan was drafted after feedback from work carried out by an independent board.
A Denbighshire County Council spokesperson said: “The draft plan has been developed by the independent Our Rhyl/Ein Rhyl Board and it is based on feedback from the widespread engagement work undertaken by the Board”
Brighter Futures was established in 2018. Members work to reduce social isolation, loneliness, and poverty by sharing resources, skills, and knowledge to provide support and services to children, young people, parents, the elderly, and those with disabilities.
The public drop-in event, hosted by the Rhyl Neighbourhood Board (not Denbighshire County Council), will take place on Friday, November 7, from 5pm to 6pm at Rhyl Youth Centre.
Residents will be given an overview of the proposals and a final opportunity to see how the plan reflects community priorities.
