PLANS have been put forward to transform a Grade II listed building into six houses in Rhyl.

Applicant G Morris has lodged plans with Denbighshire County Council to convert offices on 31-37 Russell Road into six dwellings. The space, which has been vacant for more than two years, was previous used by Gamlins Law Solicitors.

The work includes landscaping and internal and external "minor" changes.

A planning statement into the plans, put together by Penrhyn Architecture, says: "The previous use of the building was offices which was vacated in May 2021. The use ceased in May 2021.

"The application site lies in the town of Rhyl, close to the White Rose Shopping Centre and is accessed from Church Street and Russell Road.  The site lies within the development boundary of Rhyl as per the adopted Denbighshire Local Development Plan (LDP). The application is in prominent position and for many years has been used as offices for Gamlins Law Solicitors. 

"The application site was grade II listed in February 1994. A good example of the type of villa development characteristic of this part of Rhyl in this period, which forms part of an important group of buildings around the Church of the Holy Trinity and the Church of St Thomas.

"The proposed development seeks planning permission for the change of use and listed building consent for alterations to the grade II listed building in order to allow a change of use from offices to six dwellings and to provide a new use for the historic asset which has been vacant for over two years."

The scheme has been designed to incorporate and retain the internal and external historic features of the building.

The statement adds: "The proposal has split the building into six dwellings and tried to minimise the amount of structural works and changes to the original features. 

"The majority of the internal minor change to the building are new partition walls, demolition to existing opening/walls and infill of some openings. Externally there are small minor proposals for new door openings and windows which will replicate existing materials.   

"The landscaping proposals to the North West will enhance the existing rear car parking areas with grassed garden and fencing. The South East front will have two parking spaces for each dwelling with planting and grassed areas. Sections of the existing wall will be demolished to allow for the parking spaces. 

"All materials will replicate existing materials in order to match and retain all original features where possible."
