RHYL could soon have a new youth centre.

Denbighshire County Council’s youth service has applied for planning permission to refurbish the former Taste Academy Youth Training Culinary Centre on East Parade Road.

The building is currently deemed unfit for purpose, and the council wants to restore the building, transforming it into a youth centre.

Rotten windows and doors need replacing, and the building needs new double glazing as well as replacement guttering.

The plans state the building’s interior needs re-modelling work.

Consequently, if it gets the go-ahead, the refurbished building will feature a domestic-style kitchen, a dedicated youth zone, office space for council staff, a one-to-one room for youth work and a multi-station, domestic-style kitchen.

The council also hope the modifications will lower the building’s carbon emissions.

In the past, the building has been used as a business premises and restaurant and once formed part of the Bowling Centre. It was last used as a culinary training centre.

If planning permission is granted, the building’s use will change to non-residential education and training centre.

The application reveals that six staff will be based at the building, and both staff and visitors will be able to access nearby parking, including pay and display facilities.

The supporting information states the building is near to recreational facilities, with Rhyl skate park to the west of the building and Rhyl Bowling Centre and adjoining green to the north and east.

The council also hopes to make the building more environmentally friendly and believes the refurbishment could help with anti-social behaviour. In the supporting information, the council says: “The existing lighting within the building is incandescent. We are proposing to reduce the carbon footprint of the building by upgrading to LED modules throughout.”

The application states the refurbished building will reduce the potential for anti-social behaviour by bringing a disused building back into use.
