Cooper had used an internet browser focussed on privacy.
Prosecutor Simon Mills said Cooper had refused to give the passcodes for two devices.
But they were examined by police and 225 illegal still images discovered, and videos.
There were no previous convictions.
Defence counsel Simon Killeen said there was remorse and the issue was whether a prison sentence could be suspended.
Judge Niclas Parry said Cooper had refused to help police.
His mental health may have been affected by his years of service.
“That’s no excuse but it’s an explanation,” the judge added.
