PLANNERS will discuss proposals for a drive-thru McDonald's in Rhyl.

The restaurant will be built on the former Crown Bard pub site.

A document, presented to Denbighshire County Council's planning committee, says: "Full planning permission is sought for the erection of a restaurant with drive thru facility, car parking, customer order displays, child's play area, landscaping and associated works and formation of new vehicular access at land at the former Crown Bard Public House in Rhyl.

"The proposed restaurant is shown to be located close to the southern boundary of the site close to the rear of the B&Q store, with a new access proposed off Ffordd Derwen.

"The new access would lead to a car park and a drive thru facility with ordering kiosks located on the Southern elevation (adjacent to B&Q).

"The proposed drive thru links around the restaurant and leads to the customer car park and site exit on to Ffordd Derwen."

Denbighshire's planning committee will discuss the plans on Wednesday.

The proposed development, which is recommended for approval, will provide over 65 jobs for the community - full and part time.

Concerns have been raised in connection to the volume of traffic, the removal of a significant number of healthy trees and flooding.

In conclusion, planners say: "The principle of the redevelopment of a brownfield site within the development boundary of Rhyl is considered acceptable.

"The proposal is justified within this location with flood risk impacts mitigated. In surface water drainage terms, the proposal would result in a significant betterment.

"The visual amenity impacts of the proposal are considered acceptable. The residential amenity impacts of the proposal are considered acceptable subject to compliance with conditions and recommendations within supporting documents in relation to noise, odour and litter management.

"The loss of trees covered by a 1992 TPO is unfortunate however is considered acceptable having regard to the flood risk and drainage improvements secured and a comprehensive landscaping scheme is proposed, with additional planting secured by a condition within the proposed flood basin area.

"Overall it is considered that the proposal meets the aims of the recently adopted council strategy on the Climate Change and Ecological Emergency.

"The company is already located on Rhyl High Street and is committed to supporting local communities and charities.

"McDonald’s is a long-standing partner of the FAW, supporting the grassroots game in Wales for the past 18 years. Locally this has meant that McDonald’s and their franchisees have supported clubs such as Rhyl Hearts with donations of kit as well as sponsoring football tournaments organised by Rhyl FC.

"McDonald’s also supports Keep Wales Tidy and their many anti – litter campaigns and locally in Rhyl have organised beach clean ups."

If granted, work on the development must begin no later than April 14 2026.
