RHYL residents have expressed doubts over a sea defence project.
The work, which caused road closures near the blue bridge, has been criticised after a recent County Council report said it was “increasingly unlikely” phase three would be completed as part of the current body of work.
Cllr Joan Butterfield said: “We haven’t got the money for the third phase of the see defences.
“There’s a lot of work going on there and more to come, and there are a lot of boulders left over.
“I’m very concerned that they take the boulders away. If they are surplus to requirements, they should take them back.”

She said: “It took years and years to bring it into some sort of cultivation.”
John Povah, founder member of the Rhyl Fishermen’s Association and member of the original Harbour Forum, said the current works, including the river training wall, could actually pose a danger to lives.
He said: “The rocks are very dangerous and the Council will have to put signs up warning people off them. But over the years, we’ve pulled many people out of the water and out of the river.
“How will people get to the shore during a rescue?”
The third phase plans, which involves a 500 metre strip beyond the Foryd harbour to the Drift Park, included a stepped revetment and promenade.
A Denbighshire Council spokeswoman said this proposal has been submitted to the Welsh Government, which is now deliberating the economics.
She said: “The Council are working with Welsh Government to find a solution that they are able to provide grant funding and is acceptable to the Council.
“The cost of the works are anticipated to be £2.5 million. It is anticipated the works will be carried out during 2013.”
