Sirens shatter the peace and quiet

IS it possible that we have so very many murders, bank robberies or serious road accidents in Rhyl?
If not,then why is it, in my retirement, I am unable to find any peace or quiet sitting in my garden when my ears are subjected every 15 minutes to sound effects for Miami Vice by police cars or ambulances.
There is also the very low-flying and noisey helicopter of North Wales Police to shatter our peace and quiet.
Whatever happened to the noise abatement society?
And why, in this day and age, is it possible to complain about noisey and inconsiderate neighbours but can do nothing about continual, and often, unnecessary noise from police and ambulance services.
An Englishman's home used to be his 'castle'. Not any more.
